am i a victim of id theft?

yesterday i went to get a cellphone and i got denied……they said my info did not match what they had on file…..so i couldnt get a contract w/ sprint……months before the same thing happened when i got a credit card …they told me that whenever they pulled up my SS#, another person would pop up…..what should i do…..i tried getting my annual free credit report…and i was only able to get one……i am still waiting on the other 2 (because the address i live in does not match what they have on file for me)……its scary ……what should i do?
the credit report i DID receive said everything was perfectly fine……im only 21….just beginning to use my credit.

    The report youve received indicate is your personal information there correct or not.
    For accuracy what did the report youve received indicate is your personal information there correct or.

    I am not sure but if there is a social security office in your area go there with your card , birth certificate and proof of address and tell them what is going on. hopefully they can change your ss or figure out who if anyone is using your number. good luck sorry i was not more help
