Why can’t my identity be verified for a credit report?

I signed up for www.freecreditreport.com but its denies me saying my identity cannot be verified. I applied for my annual yearly free credit report and i ended up having to call a special phone number to get it. I don’t have the first clue on how to approach this and i don’t get crap for answers when i google it. Please help someone i am almost 23 and i can’t build my credit because i don’t know what my problem is.
I applied for my 3 free annual yearly credit report and they told me i need more identification and had to do my order over the phone.

You are entitled to a free credit report (one per year) from the following site:
This will give you a free report from each of the three credit bureaus. Your credit score, however, will NOT be free unless you do enroll in something or pay for it. To order a report AND credit score I recommend going to the following site and purchasing the FICO Credit Complete package:

You may have changed your address too many times, or they may not even have it listed in your credit history, which can be normal. Also, if you don’t have any credit established, that could be another issue. My suggestion would be to open a checking and savings account, along with a secured credit card. At least you’re establishing credit with your most recent information

Kitch, this person knows they have a right to a free report and that’s what they were doing.
The problem here is sometimes if you’ve changed address/moved frequently, its harder for agencies to verify identity. This could simply be the case. You wouldn’t want someone else receiving your report that isn’t authorized.
So, after contacting the agency by phone, ask questions as to why you were denied.

Kitch is right, Average Joe is wrong. The problem here is that you went to the wrong site. Freecreditreport.com is some site that is trying to sell you things, not give you the free reports. Go to annualcreditreport.com, it’s the only legitimate one.
