He said: “The conduct of the Iraqi regime is a threat to the authority of the United Nations, and a threat to peace. Iraq has answered a decade of UN demands with a decade of defiance. All the world now faces a test, and the United Nations a difficult and defining moment. Are Security Council resolutions to be honored and enforced, or cast aside without consequence? Will the United Nations serve the purpose of its founding, or will it be irrelevant?” We all know the outcome and the answer. 5. Told the Congress and the world, “America will never seek a permission slip to defend the security of our country.”
Government Reform
1. Improved government efficiency by putting hundreds of thousands of jobs put up for bid. This weakens public-sector unions and cuts undeserved pay raises. 2. Initiated review of all federal agencies with the goal of eliminating federal jobs (completed September 2003) in an effort to reduce the size of the federal government while increasing private sector jobs. 3. Led the most extensive reorganization the Federal bureaucracy in over 50 years: After 9/11, condensed 20+ overlapping agencies and their intelligence sectors into one agency, the Department of Homeland Security.* 4. Prescription drug benefits: Prior to this reform, Medicare paid for extended hospital stays for ulcer surgery, for example, at a cost of about $28,000 per patient. Yet Medicare would not pay for the drugs that eliminate the cause of most ulcers, drugs that cost about $500 a year. Now, drug coverage under Medicare will allow seniors to replace more expensive surgeries and hospitalizations with less expensive prescription medicine.
More health care choices: As President Bush stated, “…when seniors have the ability to make choices, health care plans within Medicare will have to compete for their business by offering higher quality service [at lower cost]. For the seniors of America, more choices and more control will mean better health care. These are the kinds of health care options we give to the members of Congress and federal employees. What’s good for members of Congress is also good for seniors.
New Health Savings Accounts: Effective January 1, 2004, Americans can set aside up to $4,500 every year, tax free, to save for medical expenses. Depending on your tax bracket, that means you’ll save between 10 to 35 percent on any costs covered by money in your account. Every year, the money not spent would stay in the account and gain interest tax-free, just like an IRA. These accounts will be good for small business owners, and employees. More businesses can focus on covering workers for major medical problems, such as hospitalization for an injury or illness. At the same time, employees and their families will use these accounts to cover doctors visits, or lab tests, or other smaller costs. Some employers will contribute to employee health accounts. This will help more American families get the health care they need at the price they can afford.
Homeland Security, Border Enforcement & Immigration

Through DHS, U.S. Customs and Border Protection (CBP) now consolidates all border activities into a single agency to create “one face at the border.” This not only better secures the borders of the United States, but it also eliminates many of the inefficiencies that occurred under the old system. With over 18,000 CBP inspectors and 11,000 Border Patrol agents, CBP has 29,000 uniformed officers on our borders. 5. The Border Patrol is continuing installation of monitoring devices along the borders to detect illegal activity. 6. Launched Operation Tarmac to investigate businesses and workers in the secure areas of domestic airports and ensure immigration law compliance. Since 9/11, DHS has audited 3,640 businesses, examined 259,037 employee records, arrested 1,030 unauthorized workers, and participated in the criminal indictment of 774 individuals. 7. Since September 11, 2001, the Coast Guard has conducted more than 124,000 port security patrols, 13,000 air patrols, boarded more than 92,000 vessels, interdicted over 14,000 individuals attempting to enter the United States illegally, and created and maintained more than 90 Maritime Security Zones. 8. Announced the Student and Exchange Visitor Information System (SEVIS), an internet-based system that is improving America’s ability to track and monitor foreign students and exchange visitors. Over 870,000 students are registered in SEVIS. Of 285 completed field investigations, 71 aliens were arrested. 9. This week, the US-VISIT program began to digitally collect biometric identifiers to record the entry and exit of aliens who travel into the U.S on a visa. Together with the standard information, this new program will confirm compliance with visa and immigration policies. 10. Eliminated INS bureaucratic redundancies and lack of accountability. 11. Split the Immigration and Naturalization Service into two agencies: one to protect the border and interior, the other to deal with naturalization. 12. Signed the workplace verification bill to prevent hiring of illegal aliens. 13. Established a six-month deadline for processing immigration applications. 14. Information regarding nearly 100% of all containerized cargo is carefully screened by DHS before it arrives in the United States. someone one point to the Medicare section and the savings accounts, someone scream at the conservatives who cry about drugs and point out $28,000 for ulcer surgery vs $500 for medicine; Medical Savings Accounts as a way to have larger deductibles and more patient responsibility. THESE ARE CONSERVATIVE PROGRAMS!!
Newt was all over TV praising this program one week after they passed it but RUSH who is a headline reader has gotten it wrong and cost Bush 10 points in the polls.

Prescription drug benefits: Prior to this reform, Medicare paid for extended hospital stays for ulcer surgery, for example, at a cost of about $28,000 per patient. Now, drug coverage under Medicare will allow seniors to replace more expensive surgeries and hospitalizations with less expensive prescription medicine.
More health care choices: As President Bush stated, "…when seniors have the ability to make choices, health care plans within Medicare will have to compete for their business by offering higher quality service [at lower cost]. For the seniors of America, more choices and more control will mean better health care. These are the kinds of health care options we give to the members of Congress and federal employees. What's good for members of Congress is also good for seniors.
New Health Savings Accounts: Effective January 1, 2004, Americans can set aside up to $4,500 every year, tax free, to save for medical expenses. Depending on your tax bracket, that means you'll save between 10 to 35 percent on any costs covered by money in your account. Every year, the money not spent would stay in the account and gain interest tax-free, just like an IRA. These accounts will be good for small business owners, and employees. More businesses can focus on covering workers for major medical problems, such as hospitalization for an injury or illness. At the same time, employees and their families will use these accounts to cover doctors visits, or lab tests, or other smaller costs. Some employers will contribute to employee health accounts. This will help more American families get the health care they need at the price they can afford.
Homeland Security, Border Enforcement & Immigration

Michael Moore’s SiCKO misses facts.

Michael Moore’s new movie, SiCKO, should be called “SKiPO,” since it skips over so many vital facts en route to government medicine.

An engaging and surprisingly funny Moore explores a grim topic: America’s problematic health-care system. Moore effectively diagnoses one of its key ailments. HMOs and other managed-care companies often earn billions by just saying, “No” to victims of grave illnesses. Moore introduces us to real men, women, and children who this industry has failed.

Bankrupted by cancer- and coronary-related medical bills, Donna and Larry Smith move into their grown daughter’s home storage room. An Oregon man accidentally saws off two fingertips and must re-construct either his middle finger for $60,000 or his ring finger for only $12,000. Tracy Pierce waits for his insurer to approve a promising bone-marrow transplant to treat his kidney disease. The company refuses, and he soon dies, widowing his bride, Julie, and leaving Tracy Jr., 13, fatherless.

These are the bitter fruits of America’s private, third-party-payer system. Not quite socialist, not quite capitalist, it creates endless distortions as review boards and other gatekeepers essentially hide doctors from patients.

Moore and other universal-health advocates would exacerbate this problem by making Uncle Sam the ultimate third-party payer.

While promoting this prescription, Moore overlooks many facts that would balance his otherwise well-crafted film. For now, its leftward tilt makes the Leaning Tower of Pisa look like the Washington Monument.

Milton Friedman observed, “There is no such thing as a free lunch.” Sadly, there’s no such thing as free health care, either.

Universal health care’s finances must come from somewhere. “Somewhere” turns out to be taxpayers’ pockets.

Britons, Canadians, and Frenchmen purchase their “free” coverage through their taxes. In America, 44.7 percent of health expenditures came from tax-funded government spending in 2004, according to the Organization for Economic Cooperation and Development (OECD). In Canada, that figure was 69.8 percent; while in France it was 78.4. Fully 86.3 percent of British health spending was taxpayer-funded.

These countries also endure high overall tax burdens, largely due to government medicine. In 2005, OECD reports, taxes as a share of GDP stood at 41.2 percent in Canada, 41.9 percent in Britain, and 50.9 percent in France. America has it relatively easy, with just 31.7 percent of GDP devoured by taxes.

Of course, for many Americans, the trade off is lower taxes vs. higher payments for health insurance. This cost varies according to employment contracts, health circumstances, and more. Still, “free” medicine is as beautiful and realistic as a unicorn.

Moore claims 50 million Americans lack health insurance. The Moving Picture Institute’s Stuart Browning challenges that oft-repeated “fact.” In a case of dueling documentaries, Browning’s nine-minute film, Uninsured in America, deconstructs the more common “45 million uninsured” soundbite and finds that 9 million of these people earn over $75,000 annually and can buy coverage but don’t. Some 18 million are healthy, 18-34-year-old “young invincibles” whose priorities exclude insurance.

“If I’m out eating, I want to eat good food,” Faye Chao, 26 and uninsured, told Browning. “There’ve been times I’ve been in New York, and I’m spending at least $800 a month just going out.”

These Americans also turn to local clinics for treatment when necessary.
For instance, Chandra Nalaani, 27 and uninsured, visited San Francisco’s Lyon-Martin Women’s Health Services.

“I got an annual exam,” Nalaani said. “They tested me for a bunch of things…In my case, because I wasn’t making much, it was free.”

Of the uninsured, 14 million fail to enroll in Medicaid and other low-income health programs for which they are eligible.

Even if these numbers somewhat overlap, Browning estimates that just eight million Americans chronically lack coverage. Moore’s 50-million-man standing army of the uninsured thus is a Potemkin force.

While Moore glows like a Jack-O-Lantern about the wonders of the British National Health Service, Gordon Brown sees massive room for improvement. Just days before becoming Great Britain’s brand-new Prime Minister, Brown told Labour Party colleagues on June 24:
From everything I have seen going around the country, and from everything I’ve heard, we need to do better, and the NHS will be my immediate priority. We need to and will do better at insuring access for patients at the hours that suit them. We’ll be better at getting basics of good hygiene and cleanliness right. Better also at helping people to manage their own health. Better at ensuring patients are treated with dignity at all times in the NHS. Better at providing the wider range of services now needed by a growing elderly population. And while implementing our essential reforms, better at listening to and valuing our staff.
Moore’s insinuation aside, HMOs are not solely the brainchild of that oft-flogged bete noir, Richard Milhous Nixon. In fact, the HMO Act of 1973’s sponsor was none other than Senator Edward Moore Kennedy (D., Mass.). In 1978, as the Institute for Health Freedom recalled, Kennedy sang HMOs’ praises:
As the author of the first HMO bill ever to pass the Senate, I find this spreading support for HMOs truly gratifying…HMOs have proven themselves again and again to be effective and efficient mechanisms for delivering health care of the highest quality.
HMOphobes, including today’s Ted Kennedy, somehow fail to mention that HMOs once were the Left’s answer to America’s earlier medical challenges.

SiCKO dramatically features a man stitching shut a deep cut on his own leg. Though he lacked insurance, this was unnecessary.

“Every American hospital is required to provide emergency care to all comers, regardless of ability to pay,” says Cato Institute healthcare analyst Michael Cannon. The 1986 federal Emergency Medical Treatment and Active Labor Act makes such services mandatory for anyone arriving within 250 yards of a U.S. emergency room.

Thus, a trauma surgeon would have sutured this man’s wound. Yes, the hospital either would have absorbed this procedure’s cost or spread it across the bills of the insured (another cause of medical inflation). These cross-subsidies notwithstanding, he would have received professional treatment.

Moore shows Michiganders driving into Canada for “free” medical attention. What he leaves unseen are the Canadians who come to America for treatment. Canada, along with only Cuba and North Korea, forbids its citizens from paying doctors for private medical treatment. In a kind of therapeutic Underground Railroad, Vancouver’s Timely Medical Alternatives, Inc. helps Canadians avoid lengthy medical waiting lists by arranging for their treatment in American hospitals. It says its clients can be operated on within seven days through its U.S. partners rather than six to ten months under Canadian government medicine.

“Five or six years ago, seven out of ten Canadian provinces, representing roughly 95 percent of the population, had contracts with American companies for cancer care provided in the United States,” says the Manhattan Institute’s Dr. David Gratzer, a Toronto physician. “Today, some patients from over-subscribed Canadian urban medical centers are sent eight hours away to underused rural medical facilities for cancer care, much like someone going from Manhattan to Buffalo for chemotherapy.”

Another drawback of high-tax-funded “free” government medicine is its limited modern technology. Cato’s Michael Cannon and Michael Tanner found that in 2000, there were 13.6 CT Scanners in America per million people. There were 8.2 million such devices per million Canadians and 6.5 per million Britons. Lithotriptors use sound waves to pulverize kidney stones and gall stones. While America had 1.5 of them per-million citizens, Canada and Britain had, respectively, 0.4 and 0.2.

The paucity of such equipment creates lines and delays. Vancouver’s Fraser Institute estimated a median wait in 2006 of 4.3 weeks for a CT scan and 10.3 weeks for an MRI.

SiCKO’s most revealing footage captures Moore’s pilgrimage to Karl Marx’s grave in London’s Highgate Cemetery. Single-payer countries “live in a world of ‘we,’ not ‘me,’” Moore says. “We’ll never fix anything until we get that one basic thing right.” Moore deserves credit for being so amazingly candid about his ideas’ truly socialist roots.

Still, a major conundrum haunts this clamor for the kind of government medicine that would make Marx misty.

While workers theoretically would own the means of medication under universal care, in reality, politicians would be in charge. The same liberals who denounce FEMA and Walter Reed Army Medical Center (a single-payer showcase) for their embarrassing incompetence want Uncle Sam to conduct bypass surgeries, deliver babies, and perform vasectomies.

How puzzling. America has just one federal government. Sometimes the sensitive, caring, weepy Democrats run things; Sometimes the cold, racist, iron-hearted Republicans rule. Universal health care would mean that American medicine — from the Left’s perspective — now would be in the scheming hands of those who “lied us into war” and gleefully drowned poor blacks in New Orleans’ attics after Katrina. If Hillary Clinton had nationalized health care in 1993, American hospitals and clinics would be controlled today by Dr. **** “Double-Barrel” Cheney and his boss, Chimpy McHitler, M.D.

If that doesn’t shiver the timbers of government-medicine supporters, they should visualize Dr. Rudy Giuliani with a scalpel in one hand and the universal health-care budget in the other.

Unless America scraps elections and simply yields power permanently to bleeding-heart Democrats, Michael Moore’s fans should remember that every two to four years, universal health care could fall into the clutches of cruel Republicans.

Government-medicine boosters could rue the day their collectivist dream came true.

Standing on a crushed and burned fire engine atop the smoldering pile at Ground Zero, he put his arm around a retired firefighter who had volunteered to help, and began speaking to the crowd. Rescue workers shouted that they could not hear him. Someone handed him a small American flag and bullhorn. The President spontaneously shouted: “I can hear you. The rest of the world hears you. And the people who knocked these buildings down will hear all of us soon.” The crowd roared with cheers and chants of “USA! USA! USA!” Then he raised that American flag and rallied a nation.

Prescription drug benefits: Prior to this reform, Medicare paid for extended hospital stays for ulcer surgery, for example, at a cost of about $28,000 per patient. Yet Medicare would not pay for the drugs that eliminate the cause of most ulcers, drugs that cost about $500 a year. Now, drug coverage under Medicare will allow seniors to replace more expensive surgeries and hospitalizations with less expensive prescription medicine.
More health care choices: As President Bush stated, “…when seniors have the ability to make choices, health care plans within Medicare will have to compete for their business by offering higher quality service [at lower cost]. For the seniors of America, more choices and more control will mean better health care. These are the kinds of health care options we give to the members of Congress and federal employees. What’s good for members of Congress is also good for seniors.
New Health Savings Accounts: Effective January 1, 2004, Americans can set aside up to $4,500 every year, tax free, to save for medical expenses. Depending on your tax bracket, that means you’ll save between 10 to 35 percent on any costs covered by money in your account. Every year, the money not spent would stay in the account and gain interest tax-free, just like an IRA. These accounts will be good for small business owners, and employees. More businesses can focus on covering workers for major medical problems, such as hospitalization for an injury or illness. At the same time, employees and their families will use these accounts to cover doctors visits, or lab tests, or other smaller costs. Some employers will contribute to employee health accounts. This will help more American families get the health care they need at the price they can afford.
Homeland Security, Border Enforcement & Immigration

Forget Kyoto
We curb emissions better, so why imitate Europe?

Sen. John Kerry (D., Mass.) and former House Speaker Newt Gingrich (R., Ga.) — one a washed-up former presidential candidate, the other a rehabilitated potential future candidate — engaged in the sort of rough-and-tumble, no-rules debate that Gingrich has always talked about with relish. It was a high-brow argument about global warming, lasting 90 minutes and with no restrictions, between two intelligent politicians — the kind of serious debate that few of our modern presidential candidates could survive.

The debate was remarkable in several ways, not the least of which was its confirmation of Kerry’s attempt, with a new book and a series of appearances, to piggy-back off of Al Gore’s environmentalist movie-star success.

But that is not all that the senator from Massachusetts is borrowing from Gore. Like his newly admired predecessor, the 2004 presidential wannabe has affected that air of national scolding that marked Gore’s presentation before two congressional panels last month. As with Gore, this involved the inevitable comparison of America to Europe on their respective environmental records. Americans, Kerry asserted, should feel ashamed for being such a dirty, nasty lot when it comes to carbon emissions.

“The Europeans are taking this more seriously,” Kerry said of their quest to reduce carbon emissions, and thus (they hope) diminish global warming. “They’re struggling to meet the Kyoto standards and we’re not. We’re living outrageously, as an outlaw, outside of it. We’re not trying.”

The message is that the United States is the Big Bad Wolf of global warming. In particular, we don’t take the environment seriously because we did not sign the Kyoto Treaty.

Greener than Europe?
Then again, Kerry might want to read up on those environmental records before he starts shaming us all. As guilty as we like to feel in this country, we can hold our head up when it comes to greenhouse-gas pollution. It isn’t just that Europe is failing to meet its Kyoto obligations, having increased emissions since 1993. It’s much better than that.

The fact is that, in the years after we elected George W. Bush — a man who would presumably knock his own grandmother into a vat of toxic sludge if it allowed him to contaminate another pristine wilderness area — we have soundly beaten the European Union in curbing emissions growth. This despite our having much more population growth and a much stronger economy.

The Environmental Protection Agency estimates that U.S. carbon-equivalent emissions rose by 1.3 percent between 2000 and 2004. During the same period, the U.S. population grew by 4 percent, and our economy grew by 19.5 percent.

In the 25 European nations reporting under the Kyoto Protocol, carbon equivalent emissions rose by 2.2 percent during the same period (and by 2.4 percent in the 15 Western European nations). The EU-25 population, meanwhile, grew by 1.6 percent and their collective economy grew by just under 7 percent.

Between 2000 and 2004, America had more than twice the population and economic growth of Europe and a little more than half of Europe’s growth in carbon emissions. That’s not so bad, is it? Should we really be looking up to Europe? One would hope that environmental consciousness is not about signing treaties or setting bold goals, but rather about decreasing emissions. That is where we beat everyone.

It is true that America still emits more carbon and its equivalents than any other nation on earth — about 25 percent of the world’s emissions. But this is not the best measurement of how we are doing. As Christopher Horner points out in his book A Politically Incorrect Guide to Global Warming and Environmentalism, our citizens are not just lifeless receptacles that consume and then pollute. Rather, we produce things that lead to human flourishing and prosperity, and in America, we happen to produce a lot more of this than anyone else. With 5 percent of the world’s population, we produce 25 percent of its wealth. Compared to Europe, we produce more jobs with higher wages, and we enjoy an economy that is 42.5 percent wealthier per person. Year after year, we leave Europe farther behind.

Americans should want the rest of the world to enjoy the same prosperity we do. Unless we want a global warming action-plan that simply ignores the costs of eliminating causes of carbon emissions — a plan that forces us to stop flying in airplanes, driving cars, heating and cooling our homes, and possibly even using computers — we should be factoring in that cost by measuring our greenhouse pollution against our economic production. And by this measure, America is not doing so badly.

At 0.55 metric tons of carbon per thousand dollars of GDP (our “carbon intensity”) in 2004, the United States fits right in with Europe, somewhere between the Netherlands (0.63 tons) and Belgium (0.54 tons), well below Estonia (0.81 tons) but well above France (0.26), which generates much of its electricity using carbon-free nuclear power. More importantly, we have been reducing our emissions by this measure. Our carbon intensity has decreased by 7 percent since 2000 — larger than the EU-25 reduction of 4.5 percent during the same period.

Between our existing regulations and individual, market-driven decisions to adopt more energy-efficient (and cleaner) technologies, we are successfully containing our carbon footprint while still enjoying prosperity. That may not be enough to save the planet from hellfire, but if the global-warming alarmists are right, then nothing will be. We are doomed anyway unless we adopt nuclear power, build hundreds of large dams, or find some other cheap and viable energy source.

“You want to impose, by government coercion, a standard,” Gingrich pointed out to Kerry in the debate. He went on to argue that Kerry’s idea of a cap-and-trade system to control emissions is a loser — that an incentive-based plan offering tax credits would be less painful and get quicker results than government compulsion.

He may be right, but the real question is whether either plan is necessary. Even under the Bush administration, which supposedly does nothing about pollution and wants to despoil our planet, we have managed to hold down annual emissions increases and reduce our emissions intensity better than most countries that signed Kyoto. We are seeing better results than European countries that have had to cut back electricity production and lose jobs in a futile attempt to meet the treaty’s arbitrary standards — standards that many environmentalists argue are not nearly stringent enough to make a difference anyway.

The idea that the fanfare of a government initiative — a treaty or a new set of regulations or even a market-distorting tax-credit — would make us any more environmentally friendly as a nation is absurd. Put more simply, it was worth not signing Kyoto if only to save the paper.

Of the senior al Qaeda leaders, operational managers, and key facilitators the U.S. Government has been tracking, nearly two-thirds have been taken into custody or killed. The detentions or deaths of senior al Qaeda leaders, including Khalid Shaykh Muhammad, the mastermind of 9/11, and Muhammad Atef, Osama bin Laden’s second-in-command until his death in late 2001, have been important in the War on Terror. 4. Disarmed Libya of its chemical, nuclear and biological WMD’s without bribes or bloodshed. 5. Continues to execute the War On Terror, getting worldwide cooperation to track funds/terrorists. Has cut off much of the terrorists’ funding, and captured or killed many key leaders of the al Qaeda network. 6. Initiated a comprehensive review of our military, which was completed just prior to 9/11/01, and which accurately reported that ASYMMETRICAL WARFARE capabilities were critical in the 21st Century. 7. Killed the old US/Soviet Union ABM Treaty that was preventing the U.S. from deploying our ABM defenses. 8. Has been one of the strongest, if not THE strongest friend Israel has ever hand in the U.S. presidency. 9. Part of the coalition for an Israeli/Palestinian “Roadmap to Peace,” along with Great Britain, Russia and the EU. 10. Pushed through THREE raises for our military. Increased military pay by more than $1 billion a year. 11. Signed the LARGEST nuclear arms reduction in world history with Russia. 12. Started withdrawing our troops from Bosnia, and has announced withdrawal of our troops from Germany and the Korean DMZ. 13. Prohibited putting U.S. troops under U.N. command. 14. Paid back UN dues only in return for reforms and reduction of U.S. share of the costs. 15. Earmarked at least 20 percent of the Defense procurement budget for next-generation weaponry. 16. Increased defense research and development spending by at least $20 billion from fiscal 2002 to 2006. 17. Ordered a comprehensive review of military weapons and strategy. 18. Ordered a review of overseas deployments. 19. Ordered renovation of military housing. The military has already upgraded about 10 percent of its inventory and expects to modernize 76,000 additional homes this year. 20. Is working to tighten restrictions on military-technology exports. 21. Brought back our EP-3 intel plane and crew from China without any bribes or bloodshed.
Globalization & Internationalism
1. Challenged the United Nations to live up to their responsibilities and not become another League of Nations (in other words, showed the UN to be completely irrelevant). 2. Killed U.S. involvement in the International Criminal Court. 3. Told the United Nations we weren’t interested in their plans for gun control (i.e., the International Ban on Small Arms Trafficking Treaty).* 4. The only President since the founding of the UN to essentially tell that organization it is irrelevant. He said: “The conduct of the Iraqi regime is a threat to the authority of the United Nations, and a threat to peace. Iraq has answered a decade of UN demands with a decade of defiance. All the world now faces a test, and the United Nations a difficult and defining moment. Are Security Council resolutions to be honored and enforced, or cast aside without consequence? Will the United Nations serve the purpose of its founding, or will it be irrelevant?” We all know the outcome and the answer. 5. Told the Congress and the world, “America will never seek a permission slip to defend the security of our country.”
Government Reform
1. Improved government efficiency by putting hundreds of thousands of jobs put up for bid. This weakens public-sector unions and cuts undeserved pay raises. 2. Initiated review of all federal agencies with the goal of eliminating federal jobs (completed September 2003) in an effort to reduce the size of the federal government while increasing private sector jobs. 3. Led the most extensive reorganization the Federal bureaucracy in over 50 years: After 9/11, condensed 20+ overlapping agencies and their intelligence sectors into one agency, the Department of Homeland Security.* 4. Ordered each agency to draft a five-year plan to restructure itself, with fewer managers. 5. Converted federal service contracts to performance-based contracts wherever possible so that the contractor has measurable performance goals.
Health
1. Strengthen the National Health Service Corps to put more physicians in the neediest areas, and make its scholarship funds tax-free. 2. Double the research budget of the National Institutes of Health. 3. Signed Medicare Reform, which includes:
A 10-year privatization option.
Prescription drug benefits: Prior to this reform, Medicare paid for extended hospital stays for ulcer surgery, for example, at a cost of about $28,000 per patient. Yet Medicare would not pay for the drugs that eliminate the cause of most ulcers, drugs that cost about $500 a year. Now, drug coverage under Medicare will allow seniors to replace more expensive surgeries and hospitalizations with less expensive prescription medicine.
More health care choices: As President Bush stated, “…when seniors have the ability to make choices, health care plans within Medicare will have to compete for their business by offering higher quality service [at lower cost]. For the seniors of America, more choices and more control will mean better health care. These are the kinds of health care options we give to the members of Congress and federal employees. What’s good for members of Congress is also good for seniors.
New Health Savings Accounts: Effective January 1, 2004, Americans can set aside up to $4,500 every year, tax free, to save for medical expenses. Depending on your tax bracket, that means you’ll save between 10 to 35 percent on any costs covered by money in your account. Every year, the money not spent would stay in the account and gain interest tax-free, just like an IRA. These accounts will be good for small business owners, and employees. More businesses can focus on covering workers for major medical problems, such as hospitalization for an injury or illness. At the same time, employees and their families will use these accounts to cover doctors visits, or lab tests, or other smaller costs. Some employers will contribute to employee health accounts. This will help more American families get the health care they need at the price they can afford.
Homeland Security, Border Enforcement & Immigration
1. *See Government Reform above. Under President Bush’s leadership, America has made an unprecedented commitment to homeland security. 2. Has CONSTRUCTION in process on the first 10 ABM silos in Alaska so that America will have a defense against North Korean nukes. Has ordered national and theater ballistic missile defenses to be deployed by 2004. 3. Announced a 9.7% increase in government-wide homeland security funding in his FY 2005 budget, nearly tripling the FY 2001 levels (excluding the Department of Defense and Project BioShield). 4. Before DHS was created, there were inspectors from three different agencies of the Federal Government and Border Patrol officers protecting our borders. Through DHS, U.S. Customs and Border Protection (CBP) now consolidates all border activities into a single agency to create “one face at the border.” This not only better secures the borders of the United States, but it also eliminates many of the inefficiencies that occurred under the old system. With over 18,000 CBP inspectors and 11,000 Border Patrol agents, CBP has 29,000 uniformed officers on our borders. 5. The Border Patrol is continuing installation of monitoring devices along the borders to detect illegal activity. 6. Launched Operation Tarmac to investigate businesses and workers in the secure areas of domestic airports and ensure immigration law compliance. Since 9/11, DHS has audited 3,640 businesses, examined 259,037 employee records, arrested 1,030 unauthorized workers, and participated in the criminal indictment of 774 individuals. 7. Since September 11, 2001, the Coast Guard has conducted more than 124,000 port security patrols, 13,000 air patrols, boarded more than 92,000 vessels, interdicted over 14,000 individuals attempting to enter the United States illegally, and created and maintained more than 90 Maritime Security Zones. 8. Announced the Student and Exchange Visitor Information System (SEVIS), an internet-based system that is improving America’s ability to track and monitor foreign students and exchange visitors. Over 870,000 students are registered in SEVIS. Of 285 completed field investigations, 71 aliens were arrested. 9. This week, the US-VISIT program began to digitally collect biometric identifiers to record the entry and exit of aliens who travel into the U.S on a visa. Together with the standard information, this new program will confirm compliance with visa and immigration policies. 10. Eliminated INS bureaucratic redundancies and lack of accountability. 11. Split the Immigration and Naturalization Service into two agencies: one to protect the border and interior, the other to deal with naturalization. 12. Signed the workplace verification bill to prevent hiring of illegal aliens. 13. Established a six-month deadline for processing immigration applications. 14. Information regarding nearly 100% of all containerized cargo is carefully screened by DHS before it arrives in the United States. Higher risk shipments are physically inspected for terrorist weapons and contraband prior to being released from the port of entry. Advanced technologies are being deployed to identify warning signs of chemical, biological, or radiological attacks. Since September 11, 2001, hundreds of thousands of first responders across America have been trained to recognize and respond to the effects of a WMD attack.
Judiciary & Tort Reform
1. Is urging federal liability reform to eliminate frivolous lawsuits. 2. Killed the liberal ABA’s unconstitutional role in vetting federal judges. The Senate is supposed to advise and consent, not the ABA. 3. Is nominating strong, conservative judges to the judiciary. 4. Supports class action reform bill which limits lawyer fees so that more settlement money goes to victims.
Politics
1. His leadership resulted in Republican gains in the House and Senate, solidifying Republican control of both houses of Congress and the presidency. 2. Signed an EO enforcing the Supreme Court’s Beck decision regarding union dues being used for political campaigns against individual’s wishes.
Second Amendment
1. Ordered Attorney General Ashcroft to formally notify the Supreme Court that the OFFICIAL U.S. government position on the 2nd Amendment is that it supports INDIVIDUAL rights to own firearms, and is NOT a Leftist-imagined “collective” right. 2. Signed TWO bills into law that arm our pilots with handguns in the cockpit. 3. Currently pushing for full immunity from lawsuits for our national gun manufacturers. 4. *See Globalization & Internationalism.
Traditional Values, Compassion & Volunteerism
1. Endorses and promotes “The Responsibility Era.” President Bush often speaks of the necessity of personal responsibility and civic volunteerism. He said, “In a compassionate society, people respect one another and take responsibility for the decisions they make in life. My hope is to change the culture from one that has said, if it feels good, do it; if you’ve got a problem, blame somebody else — to one in which every single American understands that he or she is responsible for the decisions that you make; you’re responsible for loving your children with all your heart and all your soul; you’re responsible for being involved with the quality of the education of your children; you’re responsible for making sure the community in which you live is safe; you’re responsible for loving your neighbor, just like you would like to be loved yourself.” 2. Started the USA Freedom Corps, the most comprehensive clearinghouse of volunteer opportunities ever offered. For the first time in history, Americans can enter geographic information about where they want to get involved, such as state or zip code, as well as areas of interest ranging from education to the environment, and they can access volunteer opportunities offered by more than 50,000 organizations across the country and around the world. 3. Established the The White House Office and the Centers for the Faith-Based and Community Initiative — located in seven Federal agencies. The faith-based initiative supports the essential work of these important organizations. The goal is to make sure that grassroots leaders can compete on an equal footing for federal dollars, receive greater private support, and face fewer bureaucratic barriers. Work focuses on at-risk youth, ex-offenders, the homeless and hungry, substance abusers, those with HIV/AIDS, and welfare-to-work families. 4. The White House released a guidebook fully describing the Administration’s belief that faith-based groups have a Constitutionally-protected right to maintain their religious identity through hiring — even when Federal funds are involved. 5. Issued an EO implementing the Supreme Court’s Olmstead ruling, which requires moving disabled people from institutions to community-based facilities when possible. 6. Increased funding for low-interest loan programs to help people with disabilities purchase devices to assist them. 7. Revised the Department of Housing and Urban Development’s Section 8 rent subsidies to disabled people, permitting them to use up to a year’s worth of vouchers to finance down payments on homes. HUD has started pilot programs in 11 states. 8. Committed US funds to purchase medicine for millions of men, women and children now suffering with AIDS in Africa. 9. Heeding the words of our own Declaration of Independence, the president laid out the non-negotiable demands of human dignity for all people everywhere. On January 29, 2002, he said, “No nation owns these aspirations, and no nation is exempt from them. We have no intention of imposing our culture. But America will always stand firm for the non-negotiable demands of human dignity.” As stated by the President, they are a virtual manifesto of conservative principles:
